New Trash CansBy now you should have received your new trash cans for regular trash and recycling.  This program is scheduled to begin October 1, 2010.  If you use these containers before that date, your trash will not be picked up.  Please continue to use your existing containers and recycling bins until October 1.  The container with the yellow lid is for recycling only.  The other container is used for regular trash. These new containers are not to be used for yard trash. It is recommended you use the old garbage containers for yard trash.

Please note that some of the scheduled pick up dates have changed.  Once the new program begins:

  • Recycling pickup: Wednesday
  • Yard Trash: Friday
  • Regular Trash: Tuesday and Friday

According to the brochure inside the container, any household 'junk' that would normally be put out at the curb will not be picked up anymore unless you call for a bulk pickup.  Nothing outside of the cans will be taken on regular pickups. And any electronics will also require a call for a special pickup.

Note that per Section 7.5a of our covenants, trash may not be placed curbside before 5 p.m. the day before scheduled pickup.  When yard trash was picked up on Mondays, the board was lenient in enforcing this covenant because the spirit of the covenant is not meant to penalize homeowners who are trying to maintain their property.  As most homeowners do their yard work over the weekend, allowance was made so that yard trash placed curbside over the weekend was not enforced as a violation. With yard trash pickup now on Fridays, the board can no longer be as lenient, or the neighborhood will have yard trash curbside for most of the week throughout the year.  The board realizes this is going to be inconvenient, but yard trash will not be allowed to be placed curbside until Thursday evening once the program begins. We apologize in advance, but suggest homeowners contact the city to see if yard trash pickup can be moved back to Mondays.

The board also recognizes that the size of these containers may make it difficult for some homeowners to store them out of sight when not in use, but the covenants are clear that trash containers may not be stored in a place visible from the street.  To give homeowners time to adjust and make room for acceptable storage, the board will not be issuing violations for these containers being visible from the street until the program begins on October 1.  After that date, all homeowners will be required to store the containers out of sight.  Please make preparations in advance of this date to store these containers properly.There is a smaller 64 Gal. one that we are thinking of getting in exchange for the 96 Gal.Telephone Waste Management at 321-723-4455 to check into the availability of the smaller containers.

It is advisable to read the accompanying brochure as it contains necessary City directions regarding the new trash- recycle pick-up schedule.

If you live next door to an abandoned or foreclosed house, and the trash bins are still in the drive-way, please telephone Waste Management at 321-723-4455 advising them of such.  They will schedule a pick-up.

You can make your Neighborhood a Better Place

As a member of our community, there are plenty of ways to connect with your neighbors and add value to our neighborhood. Here are just a few ideas that were recently shared.

  • Tutor or mentor children or teens.
  • Lend a helping hand. Consider offering your professional expertise to neighbors; they are likely to reciprocate
  • Help to build or repair homes for families in need. Perhaps you have a neighbor who needs help with mowing or other small household chores. Volunteering can help boost spirits.
  • Serve as a member of a Community Emergency Response Team.
  • Join an environmental improvement project, such as a local park or beach clean up.
  • Deliver meals to elderly or ill residents
  • Assist local non-profit organizations by fund raising, recruiting volunteers, serving on boards or contributing other skills
  • Organize community picnics or block parties to be better acquainted with your neighbors
  • Coordinate neighborhood restoration projects or encourage businesses to adopt a street to maintain.
  • Work with local law enforcement organizations to establish a community policing team.
  • Involve the entire family. See out ways to get your children or grandchildren involved in the community.

SPEED HUMPS ON FOREST RUN DRIVE

In a previous newsletter, homeowners were encouraged to slow down on Forest Run Drive to the posted limit of 25 mph, or risk having speed humps installed as a traffic calming measure. Based on a poll of homeowners along Forest Run Drive, nearly 100% of the owners from the entrance to the end of the 2nd traffic island were in favor of speed humps. The board contacted the city of Melbourne’s Traffic Calming Division, who installed a traffic counter over a period of 3 days to monitor traffic volume and speeds.

The results of this survey are included below. The 85th percentile speed was 29.8 mph, which means that 85% of the vehicles were less than 30 mph over the 3-day period. Similarly, the 95th percentile speed was about 33 mph.

 

Speeding Results

This is encouraging, in that just 5% of the traffic exceeded the speed limit by approximately 10 mph or more. However, 21264 vehicles were recorded over the 3-day period, which translates to 1000 vehicles going speeds over 33 mph, or about 350 vehicles a day. Shown at the bottom of this article is a graph showing max, min, and mean speeds each hour. The mean speed is within the posted speed limit each hour, but cars were recorded exceeding 40 mph at all times of the day – and one vehicle was posted at 70 mph!

Clearly the majority of homeowners are following the speed limit, but unfortunately there are some who continue to think that Forest Run is their personal I-95. The city of Melbourne has stated that if 50% of ALL homeowners in Wickham Forest vote for speed humps, the city will install temporary humps and reassess the traffic counters to see if a difference is made. With temporary humps, they can be removed easily at a later date. The WFHOA cannot install speed humps without city approval.

If you are in favor having speed humps installed, please send an email with your name and contact information (address or phone number) to This e-mail address is being protected from spambots. You need JavaScript enabled to view it . Someone will come contact you to get your signature on a petition. 159 homeowner signatures are required for the city to install the speed humps. Fifty homeowners on Forest Run have already signed, which means 109 more signatures are required from the remaining homeowners. Failure to send the board an email will be interpreted as a ‘no’ vote on speed humps. Responses must be received by August 1, 2010.

The board recognizes that speed humps are a volatile issue, which is why the matter is presented to all homeowners. As always, the board is welcome to suggestions on the matter.

Please feel free to discuss the subject with other homeowners. Remember, people will disagree with each other. Please maintain a polite conversation. We will delete inappropriate posts.

In the meantime, if you observe speeding vehicles, the best recommendation is to contact the Melbourne police and file a complaint. Patrols are assigned based on number of complaints in a region.

    We would like to invite homeowners to submit articles for publication in the Wickham Forest Newsletters. Articles can be on any subject, but should be informative and of value to WF homeowners. Articles can be advertising in nature, but the business owner must be a Wickham Forest homeowner.

    All submissions must include the name and contact information of the person submitting the article. If you prefer that your name and/or contact information is not published, please let me know when submitting the article. The article will be published as “submitted by homeowner”.

    Articles will be published on a space-available basis, with the Board maintaining editorial rights, and the final determination to publish or reject any article.
